You could try Planet Organics. (www.planetorganics.com) I used to get deliveries from them, and they were always offering rhubarb no matter what time of year. Oh yeah, I do live in the Bay Area.

Trader Joes in Livermore has it I bought some 3 weeks ago. I don't know where they got it from but it sure tasted great! BTW Safeway carries frozen rhubarb year round.

if you want to grow it, i dont know. but if you want to eat it, safeway has it
