It depends on how you give it.

if you do it to shame, it serves no purpose. If you admonsih, talking of your disappoointment, but offer a better path to go, then you are being constructive

rebuking and reproofing and calling people sinful is suppose to invoke guilt and shame then the discomfort of the guilt and shame is suppose to invoke change in attitude and behavior.

in other words, rebuking, reproofing and calling somethings sinful are tools for emotional manipulation.
