About any bigger gun shop, BUT buying a gun for another is called a "Straw buy" and is illegal. Past that if YOU want an AR-15 it's perfectly legal in most states but since I don't know where your at it's hard to give better advise. The "AR" is NOT a select fire weapon so if you can own any gun you can have one of these. My personal favorite is the Carbon15 but that's just me. Be prepared to spend $750-2000.00 on an AR though. Get him a Gift certificate and let him pick out his own toy. It's perfectly legal to get him a gift certificate in any state that I'm aware of.

Here in Virginia you can buy a gun and legally give it to someone else, but you can't put a gun in someone else's name. That would make it easy for someone to get framed if the gun in their name was used to shoot somebody.
Go to a local gun shop and ask someone there about an AR-15. Most gun shops have great people who will help you. If you don't like the people at one gun shop, follow your instincts and go to another one.

There's alot more steps than just where to get it...
First of all, you cannot buy a gun FOR another person (at least in New York, where I am), especially not an assault rifle.
Secondly, youre looking to spend from $800-3000 for an AR
Does he want the carbine or the full rifle? Full stock or Collapsable? (more laws)
gunbroker.com is an ok place to start, but sadly (and luckily) guns aren't allowed to travel that freely around owners, as far as I know

As a Dealer, I can tell you it's a violation of state and federal law to do a "Straw Purchase" of any firearm. This means it is ILLEGAL for anyone to buy a firearm and register it in their name for someone else.(In this case the AR must be registered and the paperwork be in HIS name to be legal) This is especially true for many states where Assault type weapons are concerned (I hate that term but it does apply to AR-15 rifles and their "clones" (copies)
It's going to be a bit tough I think, depending on where you live to find a good used one at a price before Christmas.If you find one you will be looking at $700 and UP depending on make, model and manufacturer. Most people that buy or build their own AR-15 rifles tend to keep them rather than sell them. With the current political situation it's unknown if these guns will be outlawed or banned as they once were..Again it depends on your state of residence.
If you can find one used, I'm sure the Dealer would let you put a deposit down to hold it until your boyfriend can come in to the shop and fill out the paperwork needed. It's a great thing you are trying to do here, and as a guy that has never had a woman do that for me in my lifetime..Well lets just say your boyfriend is very lucky and leave it at that..Good Luck with your efforts......

Go to auctionarms.com, gunbroker.com and most of the actual companies' websites will have links to dealers in your area. If you don't know what he wants on it I would keep it stock and let him customize it down the road.

You can certainly buy someone a gun as a gift. What you can not do is knowingly purchase a gun for someone who is prohibited from doing it on his own.
