I have a picture in a book that I wanted to scan and put on a t-shirt. The problem is the picture is too small to fill up the front of a t-shirt. I tried blowing it up using a software program, but the pic just gets blurry. Is there a way to make a picture larger without losing the quality or it getting blurry?

it depends on the printed resolution...it may not work but try searching for it on google

Yes, go back and scan the picture in the book at higher resolution so that it can be blown up further without losing detail.
Depending on how far you want to go and how much detail will show up on the shirt, graphics software programs include sharpening effects including Unsharp Mask, which basically take blurry lines and increase the contrast across them so they look sharper.

Adjusting the DPI (dots per inch) is my first thought... in photoshop there's a filter that helps to clear something up that looks a little pixelated... look for "dust & scratches" if that's the program you're working with.
