The foreskin is supposed to peel back. The argument is that because the foreskin is there, the sensitive "head" of the penis does not get "incidental contact" (rubbing against one's clothing, etc.) and is therefore more sensitive to stimulation. It's a difficult argument to prove either way because how do you compare someone with and without?
One of the biggest problems with a foreskin is keeping it clean. There have been studies about women and cervical cancer that suggest that she is less likely to get it if her partner is circumcised. Having said that, proponents of the foreskin argue that as long as you maintain good hygiene, this is not a problem. Of course the reason that women with circumcised partners have less cervical cancer is that many men do not keep their foreskin properly cleaned.
I would guess that he has not been keeping up the hygiene that he should and the foreskin is stuck. However, it would be best to have him see a doctor.

If he is in the US, however, I would do some research on this before seeing the doctor. US doctors tend to treat every condition of the penis with circumcision, which is often not necessary. Also, cervical cancer is caused by HPV, not "dirty foreskins." Foreskins are actually self-cleaning, much like women's genitals.

yeah skin is supposed to peel back a bit so that part of the head is exposed... he probably doesent take good care of his penis and is very dirty with it

Dont worry about it;
Most males in britain are un circumcized
and there are no problems.
