I think both are equally compelling. The story warns us that God is willing to destroy most of mankind if necessary, and at the same time it shows us compassion and love when He's willing to go through all that trouble just to save one family of believers.

Both are equally strong. First you need to warn people, and then reassure them that if they heed the warning, that all things work to the good, to them that love the Lord.

By "reassurance," I guess you mean God's magical rainbow promise that he won't ever again murder everyone in a big flood, including babies, children, and pregnant women. It's not very reassuring when you consider that he didn't rule out other means of killing everyone off, such as fire or an asteroid or mutant viruses.
