Is there a practice or rite of passage where someone will have soil and a seed in their hand and if they make it sprout then they gain mental power or something?

I heard once of an American Indian ritual that was performed much as you mentioned, and when the sprout broke the earth, the planter received a spiritual blessing.

Not exactly the subject, but worth mentioning here, I once read about a lady that spoke to her plants and played classical music in her greenhouse, and she said she had phenomenal success. I had a magnolia tree in my back yard years ago that when it was planted it was about 5 feet tall. It just refused to grow, 6 years later it was still 5 feet tall. It put out new growth, but never upward. Armed with the above information, and when I was sure no one was looking, I would stroke the tree with my hands and speak to it. I did this two or three times a week. One day about 3 months later, I noticed upward growth and today 12 years later, it is thirty feet tall and children can climb its branches. You decide.

There was a native american ritual similiar to what you describe that had a part in an episode of an old TV show, "Northern Exposure."

Much of that show was in fact well researched, many of the cultural aspects portreyed really sprang from tribes in the area the show focused on.

As such, there are likely such rituals. However, as obscure as it would be, I don't think you'd be likely to find information on it here. I would suggest that you might focus your efforts on inuit culture.
