I can certainly understand your problems with this paper.

Try reading "Justice on Trial: Racial Disparities in the American Criminal Justice System" by Ronald Weich
Also check out:
United States v. Botero-Ospina
And finally:
"The Real War on Crime: The Report of the National Criminal Justice Commission" by Steven R. Donziger

First you have to determine your own position and work from there.

I personally can't stand hearing about the rich and famous who basically get a slap on the wrist for committing crimes that you and I would serve serious jail time for (and not just a few hours or days). There should be plenty entertainment and sports stories that you can use for information.

I suggest you write your paper on the inequalities of hate crime laws. These laws treat one criminal more severely than another for the same action (now thats inequality). And any suggestion that these laws protect minorities is ridiculous as this example shows:
20% of people charged with hate crime laws are black.
Only 13% of people in the U.S. are black.
Therefore blacks are MORE likely to be prosectuted for hate crimes. And they are a minority.
Its a good topic.

The most obvious issue I can think of off the top of my head is the differences between sentencing for crack cocaine vs. powder cocaine. Also the differences between fathers and mothers when it comes to the injury or death of their child is a big disparity. Mothers often get a much harsher treatment.

Also spell check.
