Quit cutting them off and let them grow. Eventually she will suggest you start shaving when you start looking like a bum.

Just tell your mom this:
Hey mom today someone at school told me I was growing a beard and I kind of have been noticing it coming it. Do you think you can get me all set with starting to shave?

She will immediately tune in because you mention school and you make it more of a question "when" to shave then "if" you have to. That way it gives you less of a chance of her saying no in teh first place.

Just buy yourself some razors. She doesn't have to know.
She'll know soon enough when she sees you shaving.
Buy some cheap ones for now. You probably don't have a heavy growth of five o'clock shadow, so you don't need to spring for those expensive ones like the Quattro.

comment about how itchy and annoying the hair is on your face and that you think shaving would take care of it. Make the offer of letter take a before and after picture or something to ease her into letting you grow up into "adulthood."

Show your mom. Let her know that you need to shave. Hopefully your around the right age.
Some people mature faster than others.
Tell her your getting picked on. Maybe then she'll give in.

Buy yourself a razor and shave. why do you have to tell her anything? if there are hairs on your body you don't like shave them. it's that easy, unless you need her to do it for you because of some sort of abnormality or something...:)

Just do it, thats what my brother did.

Your mom probably has razors that you can use, but make sure you use a new one and use lots of shaving cream or gel, whichever fits your skin type.

And make sure you learn HOW to shave first, doing it incorrectly can lead to razor burn or painful cuts.

Next time she goes shopping with you, ask if you can pick out a razor while you're there. Just mention it casually, while you're walking by that section..."oh mom, btw...I was wondering if we could get me one of these...I hear they work the best" or something like that.
