The Spirit is initially received when we receive Jesus Christ as the One sent from the Father to die for our sins, yet raised from the dead. This is the new birth - to be born of the Spirit as described by Jesus in John's Gospel, Chapter 3. It is by faith and a response of faith to the prompting and invitation of the Holy Spirit within our heart. It is when God convicts us of our own sin and its consequences, and shows us His provision through the atonement and redemption that is in Christ Jesus. It is realized through a vocal confession of Jesus as Lord, raised from the dead by the Father.
Once we are born again, there is a subsequent experience called the baptism in the Holy Spirit.
This can be seen plainly in Scripture through the experience of the apostles. The apostles received the Holy Spirit initially resulting in their being born again when Jesus breathed upon them saying "Receive the Holy Spirit", on the evening of the day that He was raised from the dead.

"Again Jesus said, "Peace be with you! As the Father has sent me, I am sending you." And with that he breathed on them and said, "Receive the Holy Spirit. If you forgive anyone his sins, they are forgiven; if you do not forgive them, they are not forgiven."
John 20:21-23

In this same visitation as described by Luke we read this:

"He said to them, "This is what I told you while I was still with you: Everything must be fulfilled that is written about me in the Law of Moses, the Prophets and the Psalms."
Then he opened their minds so they could understand the Scriptures. He told them, "This is what is written: The Christ will suffer and rise from the dead on the third day, and repentance and forgiveness of sins will be preached in his name to all nations, beginning at Jerusalem. You are witnesses of these things. I am going to send you what my Father has promised; but stay in the city until you have been clothed with power from on high." " Luke 24:44-49

So you see they both received the Spirit and yet were told to tarry in Jerusalem until the Holy Spirit was poured out upon them. This happened fifty days later on the Feast of Pentecost and is descibed in the Second Chapter of the Book of Acts.
So it is for us. We receive the Holy Spirit when we receive Christ and are born again, but there is a subsequent experience of being baptized, or filled with the Holy Spirit, which is received by faith.
This is the promise of the Father.

Look at Acts 2:38. Repent, and each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you will receive the gift of the Holy Spirit. The Bible seems pretty clear. This is a work of God not something we do; note Colossians 2:12. Then in several places it tells us that we grow the Holy Spirit in our lives by digging into the Word.

Jesus was God in human form. The Holy Spirit descending down upon Him was a sign to those around that He was the promised Messiah. God can do anything He wants.

At the moment that you allow Jesus to come into your heart.It is at that moment that you are saved and it is at that moment that the Spirit of God takes up abode in the body of the believer.

the coming of the Holy Spirit into one's life is an action of God. not you. the Holy Spirit comes to us through Baptism.

first... there isn't a person on this earth who doesn't sin
we all sin.

if you want to feel God's love all you have to do is ask Him to come and live in your heart and he will if you want to love him. you will then be saved. it doesn't mean you have to be perfect... we all sin. dive into his word (bible) and pray. talk to him and build a relationship.

It comes after you repent of your sins and pray and ask God for it. Simple!!!!!!!!!
