I KNOW I OWE THE QUESTIION IS WHAT IS A LEVY AND WHAT CAN THEY DO? IM UNEMPLOYED AND HAVE TO STAY HOME AND CARE FOR MY HANDICAPPED HUSBAND WEVE BEEN LIVING OFF $600 A MONTH FOR 2 YRS! BECAUSE OF OLD DRUG ABUSE PROBOLOMS I COULNT PAY AND HAVE BEEN SOBER FOR A LONG TIME BUT TOO FREAKED OUT TO CALL THEM! WHAT CAN THEY DO?I OWN NOTHING OF VALUE NOT EVEN A CAR!! Im scared!

Sounds like you owe back taxes and have not been cooperating in the collection efforts.
Basically a levy meas that they can go after bank accounts, wages, etc. However if your situation is as you say that it is, there's relly nothing for them to collect from. However, you MUST contact them and work with the IRS on this. With proof of your financial situation they generally WILL back off and mark your account in uncollectible status. The WORST possible thing that you can do is ignore them!
Gather up any paperwork you have and all of the letters and notices you've received from them and CALL THEM. Do this the FIRST THING TOMORROW! Explain your situation (but say "medical problems" not drug abuse) and your severely limited income, etc.
Truth is, it's entirely possible that the IRS has made a mistake in your case. They would ask you for an explanation and if you don't contact them they'll assume that they are correct and start collection proceedings. You need to get ahold of yourself and stop freaking out and CALL THEM!

Taxes owed and a notice that your wages will/maybe garnished. Call them ASAP.
