I'm making a file for my multi-media class and need a TV on in the background but I don't want to have those black lines going across the screen. Is their a way to not have this happen?

The "picture" on the TV set has to be synchronized with the video camera. This can be done if the camera has a genlock input. Run the same video as the TV is displaying to the camera genlock.
Camcorders rarely have a genlock connection, this is generally found on "studio" type cameras. Talk to the media dept at your school, they may have a camera that can do this trick. You will also need a video recorder to capture the output from the camera.
