my crush and i work at the same place and we email each other because he goes to school too. so i emailed him the other day and said do you want to go for a walk sometime? and today before work, he was waiting for me outside of work and we went for a walk.

You can be 95% sure he likes you, yes. You asked him to go on a walk. He did not take this as "she would like to go on a left-foot-right-foot exercise expedition with me." He takes it as "she's interested, and this is a very preliminary form of a date," which is the way you meant it (he's not stupid, remember). As such, his meeting you outside is a sure sign that he knows what you're up to and he's also into it.

by the way, the other 5% chance is that he is a strange, strange fellow :-)
