That totaly depends upon rear axle ratio, transmission, 4x4 or 2x4 and the weight of your right foot.
Expect a little less with a truck that has an automatic cause it takes more to turn the auto then a manual. A truck with a numerically higher gear ratio will also lessen the mileage as well. Dodge started with 3.55's (except for the 89-91.5 3 speed auto's which were 3.08) and on up to a factory 4.10, and higher for specially ordered trucks.
Expect anywhere between 14MPG - 23MPG
And im assuming we are talking about a 24 valve motor specifically? (98.5 - 02)
I had a 93 that ran 22.9 on the highway that was a 5speed, 3.55 rear, and 2wheel drive. My buds 01 3500 4x4 quadcab 6speed gets arpund 18 empty on the highway.

I used to have a 2001 Dodge regular cab w/ 2WD and a 5 speed manual. It was the lightest and shortest Dodge I could get the diesel in. It also had the 3.55 axle. My best mpg was 23. When I towed w/ the A/C on carrying 6,000 lbs, it got 19 mpg. Not bad. Imagine what the 5.9L V8 or 8.0L V10 would have gotten. I sold it in Dec 06 w/ 90,000 miles on it for $10,500. I don't really miss it because in the end no one was using it and the price of diesel compared to gas was much higher here in Chicagoland. However, in case you have not heard, GM will bring out a 4.5L diesel for the 1/2 ton truck in the 2009 model year. One article called it the mini-max after the Duramax. The engine will be made in upstate NY. I will be looking into that truck to see if it's something I might want. However, like I said, in Chicago diesel is 45 cents higher a galllon. G'luck dude!

My grandpa has a 2003 2500 Quad Cab 2 wheel drive, and the on board computer shows that it averages 23.5mpg, I just went out and checked, and he said that it hasn't been reset for several weeks so it is really an average. Hope this helps.
