Isabella is speaking to Antonio, who is serving temporarily in the place of the absent Duke. She's saying that when a mere mortal, who happens to have some power for the moment, acts as if he's all that and a bag of chips, angels looks down from heaven and weep. She believes that angels never die, that they can observe all of human history, that they've seen great leaders come and go, that they know that all of us, however big we may look to others or feel to ourselves, are really pretty small in the great scheme of things.
