No it's not a ricer. A ricer is someone who owns a car that has excessive use of useless fiberglass etc. (i.e. hoodscoops, spoilers, lights)
You just need to find an auto mechanic that knows foreign cars well. If you want to "pimp" out your import, then go to a body shop.

Smarter than You, just kidding! Your question begs another question. I work to get 485 rear axle HP out of a 300ZX and then have to take it to the guy with a wide band exhaust analyzer and dynometer to get that last 45 hp out of the engine working with the reprogrammable portion of the engine control and fuel maps. I call them performance Dyno tuners.
