Chives are very mild and should be added to food near the end of the cooking process cut finely, usually with scissors. Mild onion flavour and work well with eggs e.g. scrambled/omelletes. Chives are related to onions & leeks. Green onions/scallions are in the onion/leek family and are strongly flavoured & can handle being cooked. More than a garnish they are lovely chopped finely and added to rice (as in a rice & shrimp salad) or mashed potatoes.

Chives and Scallions or Green Onions are very similar to each other but completely different species. With a possibility in substituting either one with each other, they can go well most of the time.

Chives are an herb and grow like grass, Green onions are scallions.

chives are smaller in diameter and length, and are cut leaving the roots in the ground. very milk onion flavor.

Green onions are pulled up, roots and all, are longer and wider, and have a stronger onion flavor, esp. the whites.

One is an herb and one is bulb. The flavor is similar so they can usually be used interchangeabley
