The Eastern concept is that each person is responsible only for the sin s/he commits in his/her lifetime. A baby starts life with a zero balance, although born into a world in which sin and temptation are all around, and therefore likely to sin.
The Western concept is Original Sin, that the sin of Adam and Eve is imputed to all their descendants. A baby starts life with a negative balance before becoming old enough to sin personally.

No matter where you go sin is sin. What we think about is not really the point. What God thinks about sin is what is important. In essence sin is a state that we are born into because of the fallen world we live in. it is our natural state and we cannot get ourselves out of it. That is why God became man and died to pay the price for all sin over all time. This redemption is a free gift and all we have to do is accept it by making Jesus lord in our lives.

in the east (i live in the east), sin can be canceled off by good works.
sins are also called sins or wrongdoings in the east.
in the west (if you are talking about christianity, the concept of sin is middle eastern, not western), sin can NEVER be canceled out by good works. only Jesus can cancel out our sins, because He is the Judge.

One wonder's what "concept" has to do with it. A Conception is merely a human idea. Sin is sin.
