Hey, my mate recently ordered one from abroad, I think it was from Japan, they're known as DualShock 3 and YES it works absolutely fine, Because the playstation 3 controllers use bluetooth, which means it can work with any PS3.

Yes, a PS3 contoller from Japan will work on any PS3 console because the PS3 controller uses Bluetooth and any Bluetooth compatible device will work with it.
I've even seen a Youtube video that had a guy that bought the white Dual Shock 3 controller from Japan, and he tested it out on the camera, and it worked with the console just perfectly.
