Depends on what kind of diplomat you want to be. It definitely requires level 4 English, at the very least, a B.A from a University, and sometimes an M.A.( graduate school) and a portfolio of your working experience.

A good command of English plus a second language, university degree and do a lot of government jobs.

First, you have to learn the English language. If you cannot speak it in this country, you should not aspire to anything higher than flipping hamburgers.
