C & R means Curio & Relic (03 License)...It's a type of Federal License that individuals can obtain from BATF for the purpose of Dealing in, and the collecting of Curio and Relic Surplus and Antique Guns, that because of their age, these firearms aren't subject to BATF FFL Dealer requirements any longer...........
A C&R license is referred to as a type 03 license, and you must be 21 years of age to obtain one.
The main criteria that is required to be a C&R Firearm
A) It must be listed on the BATF C&R list of Firearms.
It must be 50 years old or more, but doesn't apply to modern replica's or copies (clones) thereof...
B) Firearms which are certified by a museum curator of a Municipal,State or Federal museum, which exhibits these firearms to be curios and relics of museum interest.
C) Any Firearm which derives a substantial part of it's monetary value from the fact they are certified as novel,rare,bizarre, or associated with someone historical, or some historical event in the past.

A C&R will allow you, in some instances, to obtain a C&R license and bypass the FFL background check. For a C&R holder, this only applies to C&R firearms, and it's for collection purposes only. Some jurisdictions limit owning ammunition for, or firing a non-FFL checked C&R rifle, but this will not apply for a rifle that has been sold through a licensed FFL dealer.
