mutton is kosher
menstrual cycle has nothing to do with it, otherwise ALL mammals would be unclean. it has more to do with whether their hooves are cloven, whether they chew their cud, etc.

All mammals have a cycle of a sort--that's not the origin of animals being unclean. Sheep are clean, which is one of the reasons they were a preferred sacrifice in the Old Testament.

If you clean the sheep it's clean.. if you let it run around all day and play in the mud it will be unclean, simple :)

You do not have to concern yourself with clean and unclean animals since Jesus brought in the new Covenant of Grace.....all animals are clean if we give God thanks for our daily bread.....I'm not fond of mutton so it will never be an issue with me...But Given the choice between a pork chop and a lamb chop....I will probably choose the lamb chop.

They are considered clean, thus the many shepherds and flocks, the sacrificial lambs, etc. in the old testament. Menstrual cycles are temporary states of all mammals.

The dietary strictures define sheep as "clean", and the cycle has nothing to do with it. The link will provide additional information.

The sheep tend to get the good rap, the goats tend to get the bad rap.
