Monster makes a small bottle of ammonia free screen cleaner. It's about $7 and includes a nice lint-free cloth. I keep mine in a zip-lock baggie.

You never want to use an ammonia based cleaner like Windex because it actually penetrates glass (Many a fish-tank has been wiped out because of this.)

I dont know if a plastic LCD screen would have the same issue, but go with the Monster product just to be safe.

Depends if the surface has a clear-coat over it like the new Hp laptops.

I would recommend something that is oil-based i.e. wd-40 but dont use that :p

If it does have a hard- clear coat surface over it i would use something like alcohol.

I like to use monitor wipes or just plain rubbing alcohol.
