do I need to file my taxes for the US if I do not plan on returning?

If you are a US citizen, you are subject to US tax laws on your world wide income regardless of where you live. The only way that you can avoid that is to relinquish your US citizenship. There is a tax treaty between the US and Canada that may address this issue. It's 85 pages long and the language is arcane. Here's a link: http://www.irs.gov/pub/irs-trty/canada.pdf

It looks tricky because the USA doesn't often encourage dual citizenship, but the USA is on pretty good terms with Canada. Of course you would still be required to have a passport, probably from both countries, but dual citizenship certainly seems like a possibility, especially as it's easier when you have a blood relative in the other country. In your case, it's immediate family. Check out the link I provided as my source. It has interesting information on dual citizenship and gives information on consulates.

If you had earnings in the US, you should file US taxes, especially if you can expect a refund.
