It's "a" in this case because the "u" functions as a "y" in pronunciation and it's therefore like a consonant rather than a vowel (the word is pronounced like "youniversal."

Articles "a" and "an" are used separately for specific purposes:

with vowel sounds such as a, e, i, o, u.............we use "an"
an apple, an egg, an ice cream, an orange, an Umbrella..
here U is a sound not treated a a letter

but for all the rest of the letters....not sounds...we use "a"
In the owrd university...u is a letter here not a sound...ok that is why we use a university...
