Recon is short for reconditioning. This is where used cars are detailed, and in some cases mechanically inspected! Usually the car is washed, waxed, (possibly the paint is buffed), the interior cleaned, and the engine compartment steam cleaned!
The purpose it to make the cars look good for sale!!

means cleaning cars an getting them ready to put out front for sale or customers picking up the new car..basically its detailing autos wax,wash,vac,etc....
