vandals cut my phone line and now the phone company are trying to charge me over £300 to pay for it. to be repaired. Can they do this?.. the line was outside the property

Normally, in the US, the homeowner is responsible for the line once it touches the house, to the inside, and the utility company, until it touches the house.

You posted in pounds, but I filtered to US questions only, so I have to assume your keyboard is wonky, and you're in the US.

Define outside the proprty. It may have been outside the house, but on your land. Therefore it would be your responsibility. You could talk an attorney, but they wil cost almost as much as just paying it. You may want to talk to your local police who you filed the report with. If you can prove who cut it, you can make them pay 'restitution' which would cover the cost of getting it fixed. Sounds like you are footing the bill on this one.
