For the sake of arguing, say that you wanted to give up your United States Citizenship and move to another country, eh Ireland or the UK. How would you go about doing such a thing. And what follows you from one country to another, could you then change your name etc. Just to kind make a new start, new career etc.

Reside in another country and work thereat. After about five years of knowing the culture and learning the local language apply for change of citizenship. There need not be a change of name.

If you renounce your US Citizenship, what makes you think another country, eh Ireland or the UK, would give you citizenship?

You accomplish this by meeting the requirements of the new country. You could apply for a name change.
