can i make or buy a propeller ( i mean a good sized one that is like 4 or 5 feet in length) and a small engine to make it spin for under 300 dollars, i want informative answers, dont give me critiqes or your B. S. suggestions would be nice 2

I have a 33" wood prop designed to work with a Briggs & Stratton 5 hp engine. To keep it at 3500 rpm. Comes with the hub and all to mount it to the engine and lock it in place. I used it on a hovercraft project as the thrust prop. Send me an e-mail if that might help you, it has been in my shed for a few years but is in perfect shape. I have just about everything to build a small hovercraft still, lift engine and Multi-Wing lift fan, controls, all that stuff. No thrust engine, sold that. Holler if interested in anything, the price would be cheap, as it is all just taking up space.

Hi. I'm assuming you need this for a static display and aren"t trying to fly something. :) Depending on your location. Try looking for an EAA chapter (experimental aircraft association) an ultralight aircraft group, or an aircraft repair facility at the local airport (preferably one specializing in general aviation not the airliner shops). Props have a useful lifetime after which they need replacement. ( the term used is "timed out" ) Some can be rebuilt but some are destined for the scrap yard and these are the ones you need to go through to find what you want. As far as engine and prop for $300 well, possible but it will take a lot of searching.

No. Propellers are costly, and aeronautically-rated engines are more so. But if you want to power something like an airboat, you can get a retired aero engine for a couple of thousand dollars, and a propeller for a few thousand more. But an aero engine and rated propeller for something that flies will do bad damage to twenty grand.
