Bad Parenting and a lack of love, makes parents allow their small children out to play at night!!
They are usually out of their face and the kids would only get in their way if they were inside.
I would happily report anyone who allowed their small children out after dark!!!

my son is 5 years old, and he doesn't go out anywhere outside of the house, other than the back garden without adult supervision.
as one person said, yes, those of us that were born before the mid 80's probably did have more freedom, and at a younger age too, but times have changed, and they don't always change for the better. there are a lot more dangers out there now - for example, the volume of traffic has greatly increased in the past 20 or so years... and it has been proven that a child's perception of depth and speed is not fully developed until the age of around 8. i have no plans on letting my son have that kind of unsupervised play beyond our house / garden until he's at least 7.. and even then it will depend on how sensible he turns out to be at that age.
i know some people do let their kids play outside unsupervised at a much younger age... there's a couple over the road from me who regularly let their 5 & 2 year old kids play up and down the street without any supervision.. i really couldn't bring myself to do that. the front garden is open plan, and they roam all over the place.. anything could happen to them.
i think parents should be more responsible for their child / childrens behaviour. some parents seem all to eager to fob the blame off onto anyone but themselves. i would even go so far as to say that i would welcome a curfew which would make it illegal for kids under the age of 16 to be out on the streets after something like 8 or 9 pm, unless it was an organised activity, supervised by responsible adults.
no doubt i'll get someone giving me a Thumbs Down, but to be quite honest, i don't care... i am sick of irresponsible parents, and yob culture. something needs to be done.

To many parents use the TV's to raise the kids. The parents concern is what their doing and who they are going to do it with. Alot of children have learned to do these things by members of their families. Parents become concerned with the little ones when it comes to money they may get for having kids. If you have not seen this, go to the schools and listen. The parent teachetheir kids to bully others and how to lie to get their way. And I do not work at the schools, I have only been there for restocking supplies to classes. And I could tell you all sorts of things, like who sleeps with who and so on. Its really sad the things you hear or are told by a child just wanting attent.

5 years old? My child is 5 right now and he doesn't go out after dark unless I am with him. He isn't allowed to wonder on his own especially since I am near a busy street. My son is home with me at night. I make sure that he is never alone at dark time. He has school the next day. That is insane that parents let their 5 yr olds out at night.

Because their parents let them! Society is going down the drain. Moronic delinquents! Then these youngsters will have children, they'll do worse, they'll have children......and so on and so on. They haven't got the brain power to realise what they are doing. They just want to sit in front of the box, eat their junk food from Iceland, smoke and drink. Let the kids go on the rampage, just to get them out of their way for a bit, the little shits. This is what I see every day.

because the parents dont care, the kids are running the households now days instead of the parents because there is no discipline in the homes and schools.
Kids talk to their parents like they are dogs and threaten to call the law if they touch them. My son said that to me once and i told him to go ahead but I was going to make sure they had a reason to arrest me once they got here...needless to say he didn't call
If parent would run the house instead of the kids then there would be a lot less of this going on

I know the other day i saw a little girl about 6 years old walking about in the dark on her own! In the summer i saw 10 yr olds hanging in the arcades at about 1am on their own and they say the world is getting more those parents seriously need to re-consider where their kids are more often

Lack of parenting. There was a 13 year-old shot in Seattle a month or so ago by a cop AT 3AM! Him and his friend were vandalizing a building. The cop told them to put their hands up. His friend did but the 13 year-old reached into his pocket. The cop shot him in the leg. She didn't know what he was reaching for, if it was a gun or knife. Turns out he was reaching for his cell phone, but how was she to know that. Was she supposed to wait until he got his hand out and possibly shot or stabbed her? Of course the kid was black and it was a white cop so everyone was trying to turn it into a race issue instead of blaming the parents like they should have.

The "parents" are in one of several places : work, bar, home sitting on their bums watching tv.
They are out at night b/c some parents don't want to hurt the kids feelings or growth potential with such horrid things as rules.
Its really sad isn't it?

Their parents just don't care about them. As long as the kids are out of their hair and they can do what they want, their kids can be a few towns over for all they care.
