Because it moves around just under the skin, and it's not where a 'gland' is, I suspect it's just a common cyst. If you're really worried, go to your doctor if you have one, or go to a walk-in clinic and have them check it out for you. Cysts can be painful, but you might be making it worse by rubbing it all the time. But, from what you describe, it really sounds like a common cyst. They generally go away on their own, but sometimes if they're painful, you might need a doc to deal with it. Best bet: Call the doc!

were you sick recently? if you were, it could be an enlarged lymph node. it could take a couple of days to a couple of weeks for it to go back to normal size. it could also be a sebaceous cyst (a fluid filled sac under the skin).

is it on your thyroid gland (the front of your throat on your neck)? at worst, it could be a cancerous growth that's easily treated and removed.

if it's really painful, you could try placing something warm on the area and see if it feels better. if not, your best bet would be to see a doctor, or if you can't afford a doctor, go talk to a pharmacist at your local pharmacy; they're not only trained to dispense drugs, they're also very knowledgable in health problems and diseases.
