Any suggestions on a nice one? I want to get one $60 or less.

Don't buy a low priced upconverting player ... your HDTV will do as good a (or better) job upcoverting a 480 signal, so you would be wasting your money. Either buy a good one (e.g. Oppo 981 @ $229 with cables) or get a HD-A3 HD DVD player on sale for about $250 (with 7 or 8 "free" HD DVD disks) ... the latter will do almost as good a job and play HD DVDs too.

As to HDMI cables monoprice ones at less than $10 are just as good as Monster at short distances (under 10 ft or so). See the link.

If you have a library of SD discs and are looking for high quality, high definition up-conversion with film-like picture quality, go with the Oppo 981HD unit. Upconverts 720x480 interlaced video encoded on DVD discs to 480p/720p/1080i and 1080p. Upconversion to 1080p enables the DV-981HD to be a perfect match for TV's with native 1080 resolution. Dont ever never EVER get sucked into the marketing hype about Monster cables. That's the biggest waste of money on home theater gear today. Way overpriced and no better than anything else out there.

I have to echo agb's response with some more emphasis:

The up-converted video only comes out the HDMI jack on these players. So you must use an HDMI cable.

MonoPrice has some good cables for low prices and the digital signals work great with inexpensive cables.

With a true HD-DVD player being $199, this would be a better choice if you can swing the extra cash.

No, the Toshiba HD-A3 does NOT come with a HDMI cable as far as I know.

Nice cable or nice DVD player?
I assume a player for under - I saw a whole bunch in Cicruit City today - Philips, Sony, etc. If your TV has HDMI input - get the player with has HDMI output, and get a inexpensive HDMI cable - can be bought online for under $10.
