Pants are not included because it is illegal to wear no pants (this does not include underwear). So if you are not wearing any pants you don't have to worry about no service but you do have to worry about getting arrested. On the other hand you can legally go with out a shirt (as a man) and you do not need to wear shoes to walk around. So this implies the obvious. If you are breaking the law don't come in, but if you are following the law you still need a shirt and shoes.

Well... if you'd like to wear a Scottish kilt instead of pants, I'm sure they wouldn't mind. But it does follow general "Decency Codes" that one must "cover up" while in public. The specifics of shirt/shoes/tie is merely adressing just how formal or casual your attire should be for the establishment posting the sign.

Indecent exposure is against the law and that will get you arrested or at least the cops called. Walking around in public without a shirt or shoes is not illegal.

I think that no pants goes with the no shirt rule.
I guessing that it overall means that the person should be well clothed.
