If you don't currently have a credit history it will be difficult for you to receive a credit card without having to pay a large annual fee or have a good credit limit at a decent interest rate.
A couple of other options are to open a secured card or if you are a student you may have an easier time getting a student credit card.
If your mother will co-sign it will probably help with a regular credit card, but her credit will be damaged if you fail to pay on time or fail to pay at all.
If it is for medical, you might look at GEMB's (GE Money Bank) CareCredit card to see if that card covers the medical procedure you are planning. Also check to see if the doctor you plan on using accepts it. If your dr. accepts it, you can often apply for the card through the dr's office.
If you apply for it on your own, be ready with a dollar amount that you will be requesting - so know how much the procedure is going to cost and add a little to the total just in case there is added costs and so that you will not max the card out.
If you have no credit you will have to have a co-signer.
It is an excellent card for medical procedures since it offers several different 0% interest plans for procedures that cost $300 and up.

You can apply for a credit card on-line. If you are approved the limit will be determined based upon your credit score. Interest rates are based on risk. The riskier the customer the higher the interest. As long as you make your payments on time and don't max out the card this will help you establish good credit.

You will be lucky to get a $500 limit the first time. I would recommend trying to just get a direct loan for the medical costs. It will have a much lower rate than a credit card.

With you wanting a credit card and being so young , I would just get a line of credit from the bank , where you pay them money and as you need it it gets subtracted .Tha tis one way to establish credit .
