No. I'm sure some of it is being used properly but surely just for things that have to be done like road repairs and stuff like that. I'm pretty sure that much of it is being used for reasons that only benefit the higher parties. It's going in somebody's pocket...

No, our government over pays for things such as pencil, pens and other necessities to run an every day business.

Also the budget is always in the red, which affects the dollar on the foreign market.

Sometimes. Nowhere near always. But I'd guess my version of what is wise use would differ from yours - probably no two people would totally agree on what's wise use and what isn't.
