Actually, the spelling of it is Governeur and is located in St. Lawrence County....in the "North Country" part of New York State.

According to the Wikipedia link below, the town was named for Governeur Morris (which for Bronx residents....Morris Avenue is named after him too!)

It's "Gouvernor" - located in upper NY state, near Canadian border. If you do a search with that spelling, I'll bet you'll come up with links. [Google maps has it.]
