you can't, that's what most say, but it is possible. what you CAN do is just strike up a friendly conversation and chat for a little while until you two are acquainted and just go from there. flash a charming smile, flirt if possible, make her laugh! just have a good time :) we all have the ability to attract, and just being nice is enough for her to feel the love. love is an energy that everyone possesses. you must send it to her without strings, without expectations. don't set yourself up. if you highly love someone, they'll feel it and they'll fall in love with you.
