I actually had a friend who successfully pitched a merchandising campaign to Target; she contacted their Marketing Division, to research and confirm the current person to pitch to, wrote him (in this case it was a 'he') a great letter inviting herself to an informational meeting with him that in closing, asked that he confirm the potential dates/times she would visit....

instead of looking for the Director of Advertising, try looking up their PR/Public Relations Dept, that might get you in better. they don't always determine the budget but they would probably be the ones to see first.
