I got married to an army man in July. He has been living in Germany and I have been here in Arkansas finishing up my college degree. He is PCSing in December and we are moving to Kansas. My parents are giving us a new car for our wedding gift next weekend. Do I need to register it in Kansas if we are in the army? I will need to register it here in Arkansas when I buy it and I dont want to pay for it again if I dont have to. But I really dont know the rules.

And also, will I (or my husband) need to go get a Kansas drivers license since he is in the army? He says he doesnt think he needs to, but what about me?

Actually that is not true Reger. You can use your home of record (home state) for Drivers license and plates since you are there on official Military orders. They will also not have to reregister or pay sales tax.

Unlike civilians moving to another state who are required to change after xx amount of days if residing in a new state.

You can register it in either place. I would look at which state has the cheapest property taxes. Same way you would if you lived on a state border and bought the car in another state.

If you register it in Kansas, you will more then likely need to get a quick form from the JAG office and a copy of his orders taking you there since you are not a Kansas resident. They can noterize it right at the JAG office.

You do not need to get a new DL, as a dependent, you need a current one. Your husband can use an expired one as long as he is still in the military.

Generally you can have your license and your registration in the state of record for the service member. So if your husband signed up in Arkansas and that's his home of record you may be fine.

Also generally, you want to have at least 2 out of 3 of your driver's license, state you're insured in and car registration in the same state. Like you can have your Arkansas DL and AK car registration but you should have Kansas insurance after you move. If your next move took you to Texas you could have your same AR DL and AR registration but your insurance would change to TX. However, if your AR license was replaced with a KS license while you were in Kansas, you could get in trouble if you got pulled over with a KS DL, a AR car registration and a TX insurance address.

And be aware that those are just general guidelines. Every state has it's own rules. Like Maine required spouses to have a ME license. If you got pulled over without it you were fined but some states are ok with the spouse having an out of state license as long as they don't work. CT doesn't let a military member drive on an expired license. At least be aware of the specific rules even if you're going to break them.

You will be required as a dependent to get a Kansas Driver's License within 90 days of arriving in Kansas. Your dh because it is AD is not required to do so.

The AD keeps his/her HOR while the dependents do not necessarily. You become a resident of the state that you are residing in. This includes paying state income tax when you are working. Getting resident rates for college, etc...

For you vehicle you will need Kansas insurance and depending on what state the car is registered in it may or may not be changed. Make sure that the title to the vehicle is in both your names, not just yours.

For the TRUTH, contact the KANSAS DMV. MOST STATES don't require a military person to get a local state license if his home of record is in a different state. Most likely if the care is registered in BOTH your names, you will have to get it tagged in Kansas. If it's in your husband and his home of record is not Kansas, MOST LIKELY he won't have to have it tagged in Kansas. YOU will need to get a Kansas license. Again, contact the KANSAS DMV.

Register the car in whichever state you will chose to be residents. Initially this will have to be Arkansas until you qualify for Kansas residency. As a military family, however, you are under no obligation to change your residence status.

If you retain your Arkansas residency you will both keep your AK DLs.

You register the car in the state that you are from. Since you are a dependant of the military and your husband is serving, you both can keep your license from Arkansas.

I suppose each state is different, but here in NC the military people don't have to register their cars or change the driver's license. Good Luck and God Bless.

if you know the next post your going to (most likely FT Riley) go to their website and request information on the sponsorship program. that way you can get it right from the people who live there and know how the local laws and the post regulations work

When you live in Kansas, you both will have to have Kansas drivers' licenses. You will have to register the car in Kansas, pay Kansas taxes and buy Kansas auto insurance. Wait until you relocate, otherwise you may have to pay sales taxes twice and vehicle registration twice.
