If you are using WIndows XP, you can cut a clip out of movie using the Movie Maker program that comes free with Windows.

Assuming that you have the movie in avi, wmv, or mpg format, open Movie Maker and import the file.

Just the "Cut" tool to get the section you want. Resave the section ("make a movie") with a new name.

If you want to make a GIF of the cip, you will need a program for converting clips to GIFs. Go to http://download.com and search for one. They have several free ones available there.
