From what people tell me, 1 is legal and 1 is not but it seems it is the same???

For people who don't want to smoke, for obvious reasons, medical marijuana can come in drops or pills.

The marijuana product is basically the same thing. The difference is that Medical Marijuana was purchased LEGALLY in a state that allows use of Marijuana for medical purposes.
The difference is where you bought it and if it's a state that made medical usage legal.

It's the same plant. It's just used for a different purpose.
It's similar to narcotic pain killers, which are legal when prescribed for medical purposes, but illegal when obtained without a prescription and used recreationally.
