Many people question God about the existence of pain and suffering in the world. Why is there so much misery in the world. I suppose a climate that is too cold might fit in this category.

The answer in general is that we need opposition in our life in order to become stronger, for example without resistance are muscles do not get stronger. Here is a scripture that you might recall that sheds some light on it:

"And now, my sons, I speak unto you these things for your profit and learning; for there is a God, and he hath created all things, both the heavens and the earth, and all things that in them are, both things to act and things to be acted upon.
And to bring about his eternal purposes in the end of man, after he had created our first parents, and the beasts of the field and the fowls of the air, and in fine, all things which are created, it must needs be that there was an opposition; even the forbidden fruit in opposition to the tree of life; the one being sweet and the other bitter.
Wherefore, the Lord God gave unto man that he should act for himself. Wherefore, man could not act for himself save it should be that he was enticed by the one or the other."

This is going to sound harsh, but it's not meant to be.

Move. God created the climate you live in, not that you must live there. Move to a warmer climate. It may seem hard to do, maybe even impossible. Pray about it. Think about where you would like to live. Investigate places where you can get a job if you live there. Think about what you'll give up by moving, what you'll gain by moving. Continue to pray about it, asking if God thinks you should move, and if so, what He thinks of you moving to _____. Talk to your family about it, explain why you need to move, and ask them to pray about it.

No one said you HAVE to live there, you can move and are expected to do so if you need to - I would think especially if it's for health reasons. You have to take care of yourself or you'll be no good to anyone else.

Like I said, it's not meant to be harsh, but it may come across as such.

The answer is things are NOT as God intended.
He can (and will) change matters to the way He originally wanted, but for the moment 1 John 5:19:
"the whole world is lying in the power of the wicked one."
There is good reason for this situation, but that would be answering more than you asked.

Fortunately, the Goddess also created trucks, and cars, and airplanes, trains and boats so you can get away from where you are and go somewheres else.
