I was born in London, England but did not qualify for citizenship because niether of my parents were citizens. I am a Liberian citizen, but I am a permanent US resident (green card). If I wanted to visit England for a 2 week trip, would I need to obtain a visa? or would I be ok if I could provide proof that I was born there (birth certificate)?

Your birth certificate doesn't mean anything to Immigration. It's your nationality that does and is indicated by your passport (failing that a visa).

Since you don't have British citizenship and are going to the UK as a Liberian you will need a visa.

What year were you born? Anyone born before 1983 in the UK is British.

If you travel on a Liberian passport you need a UK visa to visit the UK.

A Liberian needs a visa to UK even when possessing a greencard.
