What are the pros and cons to the Climate Security Act sponsored by Senators Lieberman and Warner?

Pros are that it will do absolutely nothing to 'cure' the "global warming" problem, however it will make people feel good about themselves by letting them think they are doing something.

The Cons are that it will cost people some of their hard earned money while placing limits on their personal freedoms.
