A ceiling fan should not turn in the winter time. However if your winters are in Florida the fans usually direct air downward thereby reducing the heat nar the ceiling.

I don't think it really matters, either way it will circulate air around the room keeping the temperature even throughout rather than letting the hot air build up at the ceiling.
