This sentence is a word for word translation from English.
lt should be Je te déteste mais tu me manques, l hate you but (l'am) missing you! *sigh*

The writer does not really speak much French. He, she, or it may have intended the message suggested by the other answerers, but the second part, «...mais vous manquant» could only have been invented by a non-speaker, probably a speaker of (yecch) plain old English.

The easiest way to do that? Is find an online translator. easy enough to find, and lots are free. sometimes not perfectly accurate, but it'd give you the right idea of whats said.
