My other cat Pepper cover her poop but my cat Professor Porky don't.

Different reasons,
More than one cat using the same box.
Taken away from Mom before her time and not properly trained.
Doesn't want to get her feet dirty
You don't clean the box often enough.

Although it's pretty normal, it sometimes has to do with their behaviour. It can be a way to express when they are disconformed with something, like when they poo anywhere but in the litter box. I have 2 cats and they usually cover the poop but sometimes if the litter box is too full, they don't cover anything. It's a way to claim for my attention to make me clean the box because if it's too dirty they won't want to go do their needs in there. You know, cats are very clean.
Anyway, don't worry. It's nothing serious.

My Cat Chrissy (an orange tabby) seems to not know how either. I have a hooded litter pan and when she goes, she scratches at the walls of the hood thinking thats how you cover it. Her sister ginger knows how to and will sometimes cover hers for her, but I am not sure why she things scratching the walls will cover anything.

I've never had a cat who covered its poop. They will do that when they live in the wild as it helps them survive. When they live securely in a human home they don't find it necessary.

Some cats do this as a territorial thing. Gross as it seems it shows that box is theirs. I have one who covers and one who does not.
