Have her do a lot of reading about how to properly walk a pet. There are correct ways and NOT correct ways. Have her visit the web site: http://www.cesarmillaninc.com/
Start by making up (on your computer) some brochures and business cards. Put them up in public places, the Vets office, anywhere she can find a bulletin boards, Pass out your cards to anyone who has a dog. Also, consider doing dog bathing. But again learn what is the best way and the best products. She might consider doing volunteer work at a shelter or vets office just to learn.

What a great idea she has, she sounds like a very responsible young lady!! She should make a bunch of post card signs!! Get a post card and put her information on it - her name, phone number, what she is interested in doing, and don't put a fee just yet, let her charge what she thinks each job should be, they will probably be all different, depending on what the people want!! At the bottom of the post card - take a pair of scissors and clip a small segment as many times as you can - so she can put her phone number on these segments, and a person can just tear off one of those segments, so they can readily have her number! (I wish I could show you what I mean!!) She should put these post cards at every store she can, and at every poster board location she can! She can even put a small ad in the community paper, that might help her some too!!
If she has a job, just to sit with the dogs, she could charge minimum wage. If she has a job to walk the dogs, for say an hour, I would say minimum wage per dog - Or minimum wage per hour-per dog!! She can change it around depending on the job!!
Good Luck to her, I hope she has a great business, and it grows and grows and grows!!!!!

by law she is too young to be legally left responsible for ANYONES animal, if somehting happens to yoursister, to the persons pet to the persons home or to anyone when out on a walk its YOUR PARENTS that are 100% responsible.
most ressponsible owners will NOT leave a 12 year old reponsible for their dog when they are not there to supervise.
if i were her id as around your neighborhood if anyone would like an afterschool dog walker, charge $5 a dog and do each dog individually...its a good way to start.
another option is that she could take in peoples caged pets (hamsters brids ect) into your own home and charge people $5-$10 per day for looking after the animal in YOUR home...
most people will NOT go away on vacation and leave a key for a 12 year old.
a good pet sitter is insured and bonded, she cannot be either untill she is 18...
at 12 years old id stick to the simples, yard work, mowing lawns, washing cars, a paper-route ect.

First, reputable pet sitters are liscensed, bonded, and insured. impossible for a 12 year old. Second, your sister should join 4-H or volunteer at a shelter to gain animal experience. Learning to walk a dog CORRECTLY is a huge part. I would never let a child walk my Sibes, but that is a personal preference I suppose. Have her try dog walking with family pets first to see if she can even handle it. And remind her that there is ALOT of poop picking up involved!

The age difference is fine, but at that age, I've always thought a "good" friend should be around the same age... Their is a big difference between a 12 and 14 year old, but not a 21 and 23 year old.... etc

Try this site, I didnt really read it but it could help. But some advice, not that many people are going to trust a 12 year old to watch their pets. I would find someone older to help you with it! Also study whatever you can about pets before starting the buisness!

Stop asking the same questions over again. You already got your answers. Nobody's going to hire a child for a serious job. People hire professional adult pet sitters or take their dogs to a professional kennel. Now stop reposting this, you're not going to get any more answers the second time around.
