Flaring is when you flare or pull the nose up to slow youre descend rate over the runway.

Ballooning is when you float down the runway and cant touch down because of a too agressive flare.

I agree with "the top contributor in this column of answers; Flaring is when you raise the nose up (not too high or you risk a tail strike) in order to dampen out your descent rate (and consequently, how hard your main gear touches the runway).
Ballooning on the other hand (I'm not too familiar with the term yet but...it sounds like) when your touch down is delayed because the "ground effect" (air cushion between wing underside and ground) is thick enough to keep -during flaring- your plane from touching the ground...its like your plane floats a few seconds longer instead of touching down. Other factors like ground level headwinds during flaring, large wing area plus full flaps deployment also can contribute to ballooning.

Flaring is pulling up the nose of the aircraft to slow the decent and bleed off airspeed to land smoothly.

Ballooning is when you over flare and the aircraft climbs instead of settling on the runway. It is usually followed by a hard bounce if uncorrected with power and pitch.

As this question was asked in the 'Aircraft' section; I will answer it accordingly.

Flaring: Where you raise the nose of the aircraft just before touch down (landing), to make the rear undercarriage contact ground first.

Ballooning: I'm not too sure. However, I presume it is the art of flying/navigating a hot air balloon.

Flaring is when you bring your nose up before touchdown. On approach you have your nose pointed at your landing spot but as you come closer to the ground10-15ft you bring you nose up so you mains hit first. If you pull your nose up to aggressively you will balloon because of the abrupt increase in angle of attack creating lift.

flaring is when a plane does the final drop onto the runway.
because at times, the plane just glides and takes ages to land so u need to flare to bring the bird down

Flaring is when you widen the mouth of a pipe to connect it. Ballooning could mean making something bigger.

I believe this is a term used when fabricating pipes, like brake pipes on your motor.
