i have had 7 session and see only a small difference. they told me i will need around 4 more. this is costing me 100.00 per sessions and i was just wondering if this is normal

No. It does not sound normal.
Usually they need about three. That is because hair goes through cycles and the growing ones (which the laser kills) are dormant for most of the time as other ones are active. Three appointments spaced about a month or two apart should get all of the hairs.
Usually they charge about $250 per visit to a dermatologist (here in New England) and you are done in those three appointments.

you should only have to do it once I think. I'm not sure.
